Joe Cortez came to the ring first as a fighter. Raised in Spanish Harlem by Puerto Rican parents, he competed in Golden Gloves tournaments and boxed professionally before becoming an official. The New Jersey Boxing Hall of Fame records an 18–1 professional record and his move into refereeing in 1976. Experience as a boxer became part of the background he brought to supervising other fighters.
Las Vegas became his home and an important base for championship assignments. The New Jersey hall’s 1998 profile already described his family living in the city. His work included contests involving George Foreman, Oscar De La Hoya, Julio César Chávez and Mike Tyson. His familiar pre-fight declaration, “I’m fair but I’m firm,” condensed the authority he wanted to establish before the opening bell.
UNLV’s November 29, 2018 oral history is especially valuable because it lets Cortez tell the story himself. He discusses the transition from fighting to officiating, how he arrived in Las Vegas and the people who helped him establish himself. The interview also revisits George Foreman’s heavyweight championship comeback and the first De La Hoya–Chávez fight. Those events connect his career directly to the MGM Grand and Caesars Palace eras of Vegas boxing.
The same interview explores work away from championship nights, including an eye-care outreach program, hotel management and public service in Southern Nevada. That broader record makes the profile more than a list of famous bouts: it places a nationally recognized official within the community where he built his later life.
Cortez entered the International Boxing Hall of Fame in 2011. UNLV’s collection records his retirement from refereeing in 2012; the Nevada Boxing Hall of Fame included him in its inaugural 2013 class. These are historical milestones, rather than a claim that he is still taking refereeing assignments.
